Very interesting this idea of a lack of capability in the public sector, rather than pure corruption being the problem. I would argue that affirmative action and things like DEI have overloaded the public sector here in the US with a crayon box concept. If we just have enough diversity, everything will work out kind of approach which is tragic. Also interesting is the non-profit industrial complex which mushrooms up to respond to the zany ideas of the public sector. They hoover up all the funds, but in implementing programs to match bad policies, nothing improves and much gets worse.
