For the majority of my career, I worked in the compliance end of highly regulated industries. Unfortunately, the regulatory agencies were often demonized as the enemy. However, to be successful in regulatory compliance, I found that you should know the regulations better than the regulators, which, of course, meant that you understood what motivated the regulators. Knowing leads to understanding and that is a good place to be in during negotiations.
