Setting aside the fact that "international law" is pretty much BS, this statement is still not true.

They literally paid someone to draw an agreeable border and then made a claim on that basis. About as flimsy a claim as one can imagine.

Both of those things can't be true. In fact further evidence came out in the 40s that the panel was in fact rigged. It is quite understandable that the government would decline to accept the panel's recommendations.
