Aren't autocracies very difficult to persuade? If China and Russia are not democracies, how would anyone pursue: "The goal of the U.S. and its allies should be to change Chinese and Russian foreign policies, not to change their regimes."?
It seems backwards to state we can change them without changing their regime. Isn't China pulling back from the USA because a more autocratic regime (Xi) has come to power?
